No matter where I move too or what I do if the emperor does not move to remove the sand from the pedestal the quest CAN NOT BE COMPLETED. So yes, there is a bug for this to of happened. She has NOT done this and is now immobilized and unresponsive. It is known that the emperor is post to blow the sand off BEFORE she becomes static. First of genius you have avoided the basic problem.
